In 2012, the state of South Carolina reauthorized the State Land Conservation Bank through the year 2018.
The first time the bill went through the House, Easley Representative Phil Owens voted against it, but when the bill came back from the Senate for the House to vote on it again, all the Pickens County Republican House members voted for it. Lee Bright and Mike Fair were the only ones to vote against it in the Senate.

Upstate Forever and The Nature Conservancy seem excited about a bill that Lindsey Graham co-introduced in the U.S. Senate earlier this year.

The bill is S.338 - Land and Water Conservation Authorization and Funding Act of 2013 and you can see that out of 32 sponsors, only two are Republicans ~ one being Lindsey Graham.

Just to keep this straight for conservatives that have not figured out Agenda 21 yet, the federal government gives out grants (YOUR money) to groups like Upstate Forever to make land off limits to development or even human activity. The state Land Conservation Bank ends up being used for the same purpose. The goal is to have everyone contained in cities and living in minimal space.
